DBE & ACDBE CERTIFICATION

Arizona certifies DBE and ACDBE through the Arizona Unified Certification Program: ADOT, the City of Phoenix, and the City of Tucson. You apply once, and the certification is honored by every recipient of federal transportation funds in the state. Which agency reviews your file depends on where your business sits — ADOT for most of Arizona and all interstate filings, Phoenix for greater Maricopa County, Tucson for greater Pima County. ACDBE is the exception: every airport concession application goes to Phoenix regardless of location. Both require AZ UTRACS registration before you can bid on or work on any ADOT-assisted project.
