TWO DOORS DBE DOESN'T OPEN
SBE and MBE cover work that DBE doesn't. Phoenix's Small Business Enterprise program certifies small, economically disadvantaged firms in Maricopa County for locally funded city contracts — construction, goods, and services. There's no ethnic or gender requirement, and it runs through the city's Equal Opportunity Department rather than AZUCP, so it's a separate application from your DBE file. MBE works differently again: issued by AZMSDC, the Arizona affiliate of the national NMSDC, it opens corporate supply chains rather than government contracts. Neither replaces DBE. Together they widen where a certified firm can actually compete.
